THE CONTROVERSY OVER AFFIRMATIVE ACTION IN BRAZIL

Abstract

This article addressed the controversy surrounding affirmative action policies aimed at facilitating the Black and low-income population’s access to universities and ensuring their retention. It argues that, despite facing dilemmas, impasses and unresolved problems, these policies – notably the quota programs – have resulted in one of the greatest democratic inflections in Brazilian education in the last 20 years. This is the case, insofar as they have enabled the inclusion and expansion of students from groups historically excluded from higher education, promoted greater diversity in universities and opened a door to reducing educational and, therefore, socioeconomic inequalities between whites and non-whites in Brazilian society.
