Abstract

The high levels of poverty and inequality in Brazil are structural problems with persistent historical roots. Poverty is, therefore, an issue to be faced through social strategies and interventions. In an attempt to overcome poverty, welfare programs were implemented, among which the Bolsa Família Program (PBF) stands out. This research problematizes the effects of the program, since its creation in 2003 until its extinction in 2021, in opposition to the possible contribution of a universal basic income program (UBI) in overcoming poverty and social inequalities. The main objective is to discuss the results presented by the literature on the PBF and to argue about the advantages of adopting a UBI program. This is an exploratory and descriptive investigation with an argumentative approach based on bibliographic and documentary research. It is concluded that the PBF was insufficient to meet basic survival needs, with only compensatory results for the targeted public, and that the adoption of the RBU program has advantages over it in overcoming the situation of poverty in Brazil due to its redistributive character, not used to conditionalities and universal coverage.

Lia, Universidade Candido Mendes

He holds a degree in Economics (1977), a master's degree in Industrial Economics (1988) and a PhD in Production Engineering (1997), all from the Federal University of Rio de Janeiro. Associate Professor retired from UFRJ in 2015. Currently Professor and Coordinator of the Postgraduate Program in Regional Planning and Urban Management, Associate Researcher at the Federal University of Rio de Janeiro. He has experience in the area of ​​Economics, with an emphasis on Industrial Organization, Industrial and Innovation Studies, Local and Regional Development and Regional Planning.
