Internal forced displacements caused by extreme climate change have grown rapidly in recent years in Brazil. As these climate disasters occur, the number of environmental refugees without proper shelter increases, and there is a gap in domestic policy to establish specific public policies for these citizens. In addition, the failure to recognize the term “environmental or climate refugee” by the State and international agencies makes it even more difficult to establish guidelines. Given this, the objective of this article is to understand how the difficulty in recognizing the existence of this community as a problem has delayed the implementation of assertive policies to care for these citizens, generating an environmental refugee crisis. The methodological procedure will follow the literature review through content analysis on a descriptive approach contained in documentary and bibliographic research. The results achieved demonstrate that there are still efforts by Brazilian political agents to seek solutions that aim to accommodate families who are victims of climate disasters as they face the loss of their loved ones and material goods. Thus, the creation of public policies for environmental or climate refugees is considered a milestone in recognizing the existential problem.
