Resumo

Os autores abordam as recentes recomendações feitas pelo Banco Mundial aos países subdesenvolvidos acerca de medidas de políticas que deveriam ser adotadas com o fim de fomentar e/ ou revitalizar o progresso econômico e social dessas nações. Tais recomendações centram-se em três grandes linhas de preocupação: 1) o crescimento populacional; 2) o ajustamento das economias nacionais à crise mundial; 3) a questão do endividamento externo. Após efetuarem uma análise crítica das justificativas, pressupostos e implicações das principais medidas preconizadas pelo Banco, os autores chegam à conclusão de que talvez por se fundamentarem em realidades “médias” de países bastante heterogêneos entre si, elas, no caso brasileiro, pecam pela falta de realismo, tanto no que concerne à interpretação da realidade sobre a qual se propõe atuar e/ou intervir, como a dos fatores que determinam, condicionam ou interferem sobre esta mesma realidade e sobre os respectivos câmbios que se acham em curso. Para eles, as recomendações do Banco mostram-se pouco eficazes para promover o encaminhamento, de soluções aos nossos graves problemas. Em alguns casos, afiguram-se inócuas. Por vezes, só são justificáveis em termos outros que não aqueles para os quais foram especificamente sugeridas. Finalmente, casos há em que elas poderiam contribuir até mesmo para exacerbar ou para cristalizar problemas e óbices ao próprio desenvolvimento econômico e social que se almeja atingir. ********************************* The authors consider the recent recommendations made by the World Bank to underdeveloped countries concerning the policy measures that should be adopted with a view to fostering and/or revitalizing the economic and social progress of these nations. Such recommendations are centered on three major areas of concern: 1) the growth of the population; 2) the adaptation of the national economies to the world crisis; 3) the foreign debt question. After making a critical analysis of the justifications, presuppositions and implications of the principal measures advocated by the Bank, the authors conclude that these measures, possibly by virtue of being based on “average” realities of fairly heterogeneous countries, err on account of their lack of realism, both as regards the interpretation of the reality on which it is proposed to act and/or intervene and as regards the factors that determine, condition or influence this same reality and the respective changes that are in progress. Indeed, the Bank’s recommendations are shown to be ineffective as far as pointing the way to the solutions to our grave problems is concerned. In some cases they appear to be merely harmless. At times, they are justifiable only in terms other than those for which they were specifically designed. Finally, there are cases in which such recommendations could even contribute to the exacerbation of existing problems and the creation of further obstacles to the very economic and social development whose attainment is strongly desired.
