A propósito da originalidade científica: o GTDN e o estudo de Hans Singer sobre o Nordeste

O artigo trata da questão da originalidade científica a partir da comparação do relatório do Grupo de Trabalho para o desenvolvimento do Nordeste (GTDN) com o estudo anteriormente feito pelo economista inglês, Hans Singer. O artigo mostra que os aspectos mais relevantes abordados no documento do GTDN haviam sido considerados por Singer, no trabalho escrito cinco anos antes da divulgação do relatório do GTDN. Singer havia apontado a queda na participação do Nordeste na economia brasileira e as suas causas, a tendência a concentração, os efeitos, para o Nordeste, da triangulação comercial com a região Sudeste e o exterior, o desemprego disfarçado nas áreas urbanas e o excedente populacional na zona rural. Singer apontou, entre outras alternativas, o deslocamento de contingentes populacionais para a periferia úmida do Maranhão, e a industrialização baseada na utilização de matérias-primas locais. The article deals with the question of scientific originality basing on the comparison between the report of the Northeast (GTDN) and the study made earlier by the British economist Hans Singer. The paper shows that the most relevant aspects analyzed by GTDN had been made five years before. Singer had showed the fall in the participation of the Northeast in the Brazilian x economy and its causes and the tendency to concentration, the effects, for the Northeast, of the commercial triangular relation ship with the Southeastern region and the rest of the world, disguised unemployment in urban areas and overpopulation in the region’s rural areas. Singer points out, among other solutions, the transfer of part of the population to the humid periphery of Maranhão and the industrialization based on the utilization of raw materials from the Northeast.
