Questão Regional no Brasil: Reflexões sobre Processos Recentes

Resumo

O artigo procura explicitar as linhas gerais do desenvolvimento das regiões brasileiras nas décadas de 70 e 80 através do exame: (I) das formas recentes que tomaram a articulação e integração das regiões; (II) do impacto desses processos sobre o dinamismo e a estrutura produtiva das regiões; (III) da expansão regional das grandes frações do capital. Ao percorrer as fases dinâmicas da economia brasileira e de suas regiões nos anos 70 e as fases de desaceleração e crise na década seguinte, o trabalho ressalta, sobretudo, no que se refere à atividade industrial, a divisão inter-regional de trabalho que começa, então, a se definir com maior precisão no país, e examina a questão recente da "reversão da polarização" no desenvolvimento industrial das regiões brasileiras. O artigo destaca que não obstante diferenças quanto à intensidade de crescimento e estrutura produtiva, as regiões brasileiras, no movimento cíclico vivido pelo país nas últimas décadas, mostram a mesma configuração na sua evolução recente. The paper attempts to explain the main characteristics of regional development in Brazil during the Seventies and Eighties through the examination of: (i) the forms taken both by the articulation and integration of regions; (H) the Impact of these processes on the dynamics and on the productive structure of regions; (iii) the regional expansion of the large fractions of capital. By studying the dynamic phases experienced by the Brazilian economy and by its regions In the Seventies and the phases of slowing down and crisis In the next decade, the paper stresses, especially in the industrial activity, the interregional division of labor which started, then, to be defined more precisely, and examines the issue of "reversion of polarization" in the industrial development of the Brazilian regions. The paper stresses also that, despite the differences regarding the intensity in rates of growth and in its productive structures, the Brazilian regions have exhibited the same pattern of evolution within the cyclical movement observed in the country along the past decades.
