Abstract
RESUMO Discute, com base em dados do IBGE levantados em 1988, dimensões da cidadania no Brasil, sob o enfoque do desenvolvimento social. Ressalta que cidadania é componente essencial de desenvolvimento, tanto quanto o econômico e o social. Acentua que, desde que se tornou mais freqüente a noção de pobreza política, definida como “déficit” de cidadania, o horizonte político do desenvolvimento tornou-se mais reclamado. Analisa fenômenos manipulativos na população de eleitores, as relações de ricos e pobres com partidos políticos e sindicatos, destacando, nesse aspecto, a pobreza da região nordestina. Compara estas características regionais com as de outros quadrantes do país, como o Sul e o Sudeste. Conclui que a emancipação de um povo necessita, fundamentalmente, da produção e da participação, uma implicando a outra, sem que se substituam. Based on data from the 1988 national survey accomplished by the IBGE (Instituto Brasileiro de Geografia e Estatística – Brazilian Institute of Geography and Statistics), studies some aspects of citizenship in Brazil, under the perspective of social development. Argues for citizenship is a basic element in the process of development, both economic and social. Stresses the fact that since the notion of political poverty had been more and more frequent in the debate about his matter, as a deficit of citizenship, the political conditions of the development had been claimed. Analyzes the manipulation of the voters as well as the differences in the kind of relationship of the rich and the poor in relation to the political parties and trade unions, calling special attention to the poverty of the Northeast of Brazil. Compares these regional traits to those of other Brazilian regions, such as the South and the Southeast. A partir des donnés fournies par l’IBGE et relevées en 1988, l’auteur discute les dimensions des droits du citoyen au Brésil sous l’aspect du développement. Ainsi, en soulignant que ces droits constituent un élément essentiel de développement aussi bien économique que social. Depuis que l’idée de pauvreté politique est devenue plus fréquente et définie comme un "deficit" de citoyenneté, l’horizon politique du développement devient chaque fois plus reclamé. Il analyse les phénomènes manipulateurs dans les groupes d’électeurs , les relations des riches envers les pauvres, leurs partis politiques et leurs syndicats. Dans ce but il met en relief la pauvreté de la région du Nordeste brésilien et compare les caratéristiques régionales à celles des autres régions du pays comme le Sud et le Sud-ouest. La conclusion centrale c’est que l’émancipation d’un peuple se fait à partir de la production et de la participation, l’une et l’autre se complétant continnuellement.Downloads
