Nordeste: insucessos e lições das políticas agrícolas

Resumo

Esse artigo tem como objetivo ressaltar aspectos da realidade nordestina considerada imprescindível para a análise do projeto de transposição das águas do rio São Francisco, visando a irrigação de determinadas áreas do semi-árido. São examinados os objetivos do projeto e feita uma avaliação de políticas governamentais voltadas para o desenvolvimento da agricultura da região. A partir dessa análise, são elaboradas reflexões e advertências consideradas da maior relevância nas decisões sobre o projeto de transposição das águas, com vistas a minimizar os erros e fracassos de muitos programas e projetos que, embora dirigidos, segundo seus objetivos, para o desenvolvimento social do Nordeste, resultaram no reforço a desigual distribuição de renda, sem alcançar o público em benefício do qual deveriam ser dirigidos os meios disponíveis. Os autores concluem a partir desses elementos pela necessidade de que seja traçado o perfil social das comunidades que se pretende atingir, mobilizando-as através de seus órgãos de representação para que, em ação conjunta com os planejadores, venham a identificar as carências e os recursos das áreas em questão, assim como a natureza das iniciativas governamentais que deverão ser acionadas. ******************************* The purpose of this article is to draw attention to aspects of the real situation of the Northeast that are regarded as indispensable for an analysis of the project to transpose the waters of the river San Francisco with a view to irrigating particular areas of the semi-arid region. The objectives of the project are examined and an assessment is made of government policies concerned with the development of agriculture in the region. On the basis of this analysis, reflections are made and warnings sounded that are considered to be of the utmost relevance to the decisions on the project for transposing the waters, the aim being to minimize the errors and failures of many programs and projects that, while purporting to promote the social development of the Northeast, have resulted in a reinforcement of the unequal distribution of income without reaching the people towards whom the available resources should have been directed. From these elements the authors conclude that the social profile of the communities it is intended to benefit should be drawn and that these communities should be mobilized through their representative bodies in order that they may, in conjunction with the planners, identify the necessities and the resources of the areas concerned, as well as the nature of the government initiatives that should be put into action.
