Precariedades de práticas participativas

Resumo

Estuda as dificuldades de se obter características qualitativas da participação, tais como: representatividade das lideranças, legitimidade do processo, participação da base; planejamento participativo. Reflete o fenômeno típico do poder, que busca na participação seu melhor disfarce. O Estado se coloca tendencialmente na ordem dos obstáculos, o que leva a definir participação como processo de conquista por parte dos interessados. Esta colocação crítica não induz a rejeitar os processos participativos, mas a rever as bases concretas de sua institucionalização. Um dos caminhos mais promissores é a insistência sobre a necessidade de auto-sustentação. Isto não desmerece outras formas de participação, na esfera cultural, lúdica, religiosa, mas acentua a vantagem da participação exercida sobre questões de sobrevivência material. Unir o político ao econômico, e vice-versa seria uma estratégica relevante. This paper studies the difficulties in obtaning qualitative characteristics of participation, such as: the representativy of the leadership; the legitimacy of the process; the participation of the grassroots; participation planing. It also reflects the typical phenomenon of Power, which seeks its Best disguise in participation. The State tendentiously places itself in the category of obstacles, which leads to a definition of participation as a processo of achivement on the parto of the interested parties. This critical standpoint does not induce a rejection of participation process but a review of the concrete bases for their institutionalization. One of the most promising aproaches is to insisto n the need for self-support. This does not belittle other forms of participation in the cultural, ludic or religious spheres, but stresses the advantage of the participation in the cuktural, ludic or religious spheres, but stresses the advantage of the participation exercised on questions of physical survival. A combination of the political and the economic aspects would be a worthwhile atrategy to adopt.
